The Owner Representative is responsible for:
• Ensuring that the engineering team has all project specifications needed to design a safe and reliable product, facility or engineered system, including subsidiary standards, mandatory regulatory requirements and reliability and product specifications/requirements.
• Verifying that a Design Authority (or Authorities) has validated the design of the product, facility or engineered system, including the integration of all subsystems comprising the project. (This is required whether the product, facility or engineered system design is done by the subsidiary, by an AL engineering entity or by an external engineering contractor.)
The Owner Representative is an employee of the entity that will own and operate the facility. He is the primary liaison with the engineering team for the operations and commercial departments and may be sourced from either one. The Owner Representative may be sourced from the engineering team when the engineering team is part of the subsidiary’s operations organization (which is often the case, for example, for the IM business line). An Owner Representative is assigned for all projects and, at the latest, immediately after approval of the project. For third party projects, the project Sales Manager shall encourage the customer to assign someone to this role.
For product development, the Owner Representative is be appointed by the entity developing the product.
At the moment I'm responsible for the project Severstal Balakovo - construction an Air Separation Unit capacity about 7500 m3/h 15 bar of pure oxygen for main client, as well as the liquid part of oxygen, nitrogen and argon for third parties. First Industrial Production expected for 15.09.2012.

Oversee the Technical operations & maintenance of MEGA Centers, perform audits and inspections of the properties, maximizing the value of the asset.
Implementation the company’s standards in technical maintenance and operations.
Train and mentor the local Technical Maintenance teams.
Control of reconstruction and modernization of existing systems.
New technologies implementation.

As a member of project team "T400" it was organization and surviving the civil works, included lighting, ventilation, waste and drain water evacuation, fire protection for the extension of existing factory up to 400.000 t/year. Elaboration of technical requests, new contracts, elimination of tasks in punch lists, budget supervision.
During this period there was finished extension and putting into operation of raw material warehouse, new CIP5, ammonia station room, new packaging hall (more than 6500 m2). Reconstruction of waste water treatment plant and landscaping was made as well.

There was construction all new, reconstruction and modernization of existing objects and systems of the automobiles factory.
In November, 2006, there was finishing of construction and official putting into operation new industrial-administrative building of the area of 5300m2.
The department is created "from zero", the system of interaction with the customers, preparation of the documentation and realization the tenders, communication with the contractors, acceptance, contacts with external organizations, elimination of the remarks, development and controlling of budget

Management of operation of power engineering equipment and systems of the works. Quantity of subordinates: 24 persons.
For the period of the work: issuance of technical assignments for designing, mounting and putting in service of systems of power supply, heating, ventilation, water supply, sewage – for a building with of area 120000 m2. Organization (from the very beginning) of the work and training of attending personnel. Realization of acceptance of equipment for automobile assembly process in what it relates to power engineering. Direct management of the feasibility report for a factory was developed. Organization of an ecological service

Management of the work, maintenance, reparation of the entire set of thermal plant equipment with the total power of 470 MW. Responsible executive for the correct and safe operation of boilers, head of gas division of the plant. Quantity of subordinates: 40 persons.
Direct management of thermal plant equipment automation was conducted (for the first time in Moscow) on the basis of modern computer technologies. The result: optimization of process of heat generation, reduction of fuel specific consumption for thermal power generation, significant decrease of harmful emissions to atmospheric air, automation of all processes of heat power generation
